SLAUGHTER AT HUNEDOARA

Local authorities from Hunedoara are ignoring both present legislation as well as civilized people’s norms by using out of normal methods to solve the stray dogs problem.

Although law nr.227/202 for the approval of OUG 155/2001 regarding the program of controlling stray dogs population, annex 3, articles 3 & 4 say that:

"Dog euthanasia can be only by using barbiturics, IV injected only after dog’s loss of conscience induced by anesthetics. Dogs have to be assisted until death is sure. Barbiturics shouldn’t be injected under the skin or IM. For new born or puppies peritoneal way should be used. Narcotics can be given also orally. The veterinarian is only person who has access to the barbiturics and who can decide on the opportunity to use dangerous medicines"

In Hunedoara stray dogs are caught using improvised wire loops which are built against the regulations, many dogs being hurt because of that, with neck or limb fractures, deep wounds due to thin wire and the brutal manner of the catch; they are thrown one over another into an airless part of the catcher’s car, their muzzles being constrained with duck tape (no barking allowed!); finally, those who survive these horrors are killed in the most barbaric ways: some are injected with diesel fuel, others are shot.

The existent shelter location isn’t in any way suited to this kind of activity, the place is full of blood, faeces, dead dogs are thrown into a dry well and there isn’t any food or water for the dogs that are waiting their faith.

In the zoo also animals live an unsane life , unimmaginable unfit conditions.

We specify the fact that authorities didn’t responded to the complaints and continued their activity without any control. The responsibles for this kind of activities didn’t provided any answer or took any measure.

Trough this petition we want to show our indignation towards the total disrespect of the law and the indifference of the local authorities and we ask for the legal right of the access the information regarding the way public money allocated in the budget to solve this problem are spent.
